It officially defines a stowaway, mandates humane treatment and essential welfare provisions, and establishes the shared legal and logistical obligations between shipmasters, owners, and port states to ensure timely identification, digital reporting, and cooperative repatriation, thereby actively preventing vessels from being delayed by indefinite custody disputes.
